Registering and reporting for homeschooling in the ACT
We understand that the mandatory registration process and reporting requirements for the ACT Government can feel daunting, confusing and overwhelming, not to mention time-consuming.
That’s why we’ve put together this guide, which gives you step-by-step instructions for registering and reporting.

Our Step by Step Guide
Registering your child
Homeschooling families with students aged from 5 to 17 in the Australian Capital Territory are required to register with the ACT Government.
The Government requires:
- A Statement of Intent that outlines how you will provide a high-quality education for your child. It should include the strategies you will use to encourage your child to learn and how your plan will deliver an education that provides a broad range of opportunities to help develop your child’s unique spiritual, emotional, physical, social and intellectual needs and abilities
- Certified copy of child’s birth certificate or passport
- Proof you live in the ACT such as drivers licence
Using Euka’s Government Registration Service, we’ll generate your child’s learning plans, so that you can submit the documentation to the Government. Euka can’t submit the application or contact the Government on your behalf; the Department of Education will only engage with the child’s parent or guardian.
Steps to register with the ACT Government
Here are the steps to register with the ACT Government if you’ve purchased the Government Registration Service.
Step 1 – Enrol with Euka
Enrol your child with Euka and purchase the Government Registration Service and Government Report Creator.
Step 2- Complete the Euka Registration questionnaire
Complete the Euka Registration questionnaire in the Parent Portal. Once we receive your response, we’ll generate your child’s learning plans within 48 hours.
Step 3 – Download learning plans
Download your child’s learning plans from the Parent Portal. You can then attach the plans to your application.
Step 4 – Apply online
Complete ACT Government’s online application form.
Step 5 – Start homeschooling
Homeschooling can start once you’ve submitted the application.
Step 6 – Receive approval
The Government will let you know if the application is approved within 28 days by issuing a Registration Certificate.
Step 7 – Unenroll from school
If your child is enrolled in school, let the school know that you’re registered for homeschooling.
Step 8 – Submit Statement of Intent
Submit the Statement of Intent within 3 months of the start date through the same online application form using the documentation provided by Euka (if it wasn’t provided initially). Here’s a template guide.
Step 9 – Review meeting
Within the first 3 months, the Government will invite you to an online meeting to discuss homeschooling.
Reviewing and reporting
The Australian Capital Territory Government requires that you keep records of your child’s learning journey and submit a Home Education Report for each registered child once a year by 31 December.
Examples of work could include:
- a diary or learning journal
- photos or videos
- your observations and reflections as your child’s educator
- dated workbooks from different subjects or learning areas
- work samples with notes, such as when the work was done and what it was designed to achieve
- a list of goals, outcomes or milestones with notes on how and when they were achieved
- creative works that may be displayed, performed or recorded.
The Home Education Report details how your child has progressed:
- intellectually, including their literacy and numeracy skills
- socially and emotionally
- physically
We recommend submitting work samples from all learning areas.
Using Euka’s Government Report Creator, once you’ve uploaded your child’s work samples and added your comments to the Government Report Creator dashboard located in your child’s Student Portal, we’ll collate the information into a report for you to submit to the Government.

Steps to submit report.
Here are the steps to submit your Home Education Report.
Step 1 – Upload work samples to Euka’s Government Report Creator
Upload work samples to Euka’s Government Report Creator in the Student Portal and add your comments. Euka will then collate the report.
Step 2 – Submit report
Submit your report using the online form or email it to HomeEd@act.gov.au.
Step 3 – Receive acknowledgement
You’ll receive acknowledgement of the report submission.
Renewing your registration
To continue homeschooling, you must apply to renew your registration at least 3 months prior to your current registration expiring. The expiry date is on your child’s Registration Certificate.
Steps for registration renewal
Here are the steps to renew your registration with the ACT Government if you’ve purchased the Government Registration Service.
Step 1 – Re-enrol with Euka for the next grade level
Re-enrol your child for the next grade level with Euka and purchase the Government Registration Service and Government Report Creator.
Step 2 – Complete the Euka Registration questionnaire for the next grade level.
Complete the Euka Registration questionnaire in the Parent Portal for the next year. Once we receive your response, we’ll generate the required learning plans for your child within 48 hours.
Step 3 – Download learning plans for the next grade level.
Download your child’s learning plans from the Parent Portal for the next year. You can then attach the plans to your application.
Step 4 – Upload work samples to Euka’s Government Report Creator
Upload work samples to Euka’s Government Report Creator in the Student Portal and add your comments. Euka will then collate the report.
Step 5 – Apply online
Complete ACT Government’s online renewal form using the documentation provided by Euka.
Step 6 – Start homeschooling
Homeschooling can start once you’ve submitted the application.
Step 7 – Receive approval
Receive new Registration Certificate for the next grade level.
